The Legislative Assembly of Sevastopol is afraid of independent criticism, so it came up with a residency requirement for members of the city’s Public Chamber, - Zatulin
Sevastopol, March 17 (PolitNavigator, Alexander Kononov) – Deputies of the Sevastopol Legislative Assembly are trying with all their might to maintain their departmental monopoly on the right to speak on behalf of civil society, because they are afraid of independent criticism of their work. At the same time, the work, to put it mildly, leaves much to be desired. In this sense, the Public Chamber is an extremely undesirable institution for them. They are trying to mold it to suit themselves.

Director of the Institute of CIS Countries, member of the Public Chamber of the Russian Federation Konstantin Zatulin stated this on the air of the Sevastopol Information Channel. In his opinion, it is difficult to come up with other explanations, other than that local deputies are afraid of something. It is precisely with this, he believes, that the deputies’ whim is connected to not allow into the Public Chamber those who have lived in Sevastopol for less than 5 years; there is no precedent for this in any subject of the Russian Federation.
“The point, apparently, is that the deputies do not want a public body to appear, which in this case would have the opportunity to express an opinion about the work of the deputies themselves, and about the work of the executive branch, about the work of the governor, and even more so exercise public control over all this. I get the impression that the deputies are afraid of something. They are afraid that public platforms will appear that are independent of them,” explained Zatulin.
The residence requirement for a period of at least 5 years, which they established for all potential members of the Public Chamber, while rejecting every single amendment of the governor to the draft law, the public figure is sure, is pure absurdity, since “for thought, for the idea, there is no qualification for residence "
“Thought knows no boundaries and no residency requirement. The criterion is not the residency requirement, but usefulness in work and the ability to express non-standard ideas and at the same time be a person of sufficient authority so that citizens value and respect you,” said Konstantin Zatulin, emphasizing that he himself is a member of the Public Chamber “ doesn't break."
“I cannot be in it, because I am a member of the Public Chamber of the Russian Federation,” he clarified. Zatulin called the Legislative Assembly’s justification of the reasons according to which the residence qualification was introduced “symptomatic” and “arrogant.”
Let us recall that deputy Mikhail Chaly commented on the unprecedented decision of his colleagues, which has no legal analogues throughout Russia:
“Sevastopol readily accepts visiting specialists in narrow-profile industries, but our residents do not need guides in the formation of public institutions and protecting the interests of the city.”
Konstantin Zatulin doubted the sincerity of the people's servant's words, suspecting less lofty motives in them.
“The governor is not making anything up. He followed the scheme that operates at the federal level, but the deputies pointedly rejected it, accompanied by such arrogant remarks as “we don’t need guides.” In this case, I see a desire to preserve the departmental deputy monopoly on the right to be considered a representative of civil society in the city of Sevastopol and not allow those who, for example, from the outside to take a different look at what is happening in the city, to participate in the public chamber. You can, of course, pretend in the spirit of Mikhail Chaly that there are no other opinions that we express here in our circle, but this would be a big mistake,” the politician concluded.
