The Legislative Assembly of Sevastopol adopted two out of three laws relating to city property
Sevastopol, July 23 (Navigator, Olga Nikolaeva) – Deputies of the Legislative Assembly of Sevastopol at the session on July 22 adopted two of a package of three laws relating to the property of Sevastopol and state property of the city.

It is unknown what influenced the people’s deputies this time: either they were satisfied with the amendments to the laws, or the fact that the session was the penultimate one before the end of the deputies’ powers. However, they passed the laws immediately in the first and second readings, with virtually no discussion, the Navigator correspondent reports.
Previously, during the two previous sessions on June 24 and July 3, deputies, fearing the concentration of powers on these issues in one hand - the executive branch, found countless violations and shortcomings, after which they failed the vote.
The head of the budget commission, Pyotr Kudryashov, traditionally acted as the “negotiator” between the government and the Legislative Assembly. He again convinced the deputies of the need to pass laws, but this was unnecessary. However, his desire to “re-vote” the third law was stopped by deputy Gennady Basov.
“These approaches are from the category of not complying with the regulations - “let’s vote on this because I want to or because one law was not voted on.” Let’s move away from this, Pyotr Yakovlevich, you now live in Russia,” Basov retorted.
Only deputy Leonid Zolotukhin had questions about the availability of feasibility studies for the creation of state-owned enterprises.
He was informed that currently a government commission of 30 people is engaged in inventory and analysis of the feasibility of transferring 150 enterprises to the city treasury.
Deputy Ivan Ermakov was also interested in the fate of the helicopter plant, which, according to him, risks being forced out by “some yacht club.” It turned out that this enterprise was undergoing an inventory process and was included in the city treasury. “At the same time, there are several court decisions to recover quite large sums from him. If these are claims for debts from factories located in Ukraine, we will definitely not pay for them,” replied Deputy Governor Alexander Svechnikov.
As for the law “On the property treasury of the city of Sevastopol,” only 35 deputies voted for it, which was not enough for adoption. But on this issue, a protocol amendment by Karp Bulatov was introduced on the protection of the rights of employees of utility companies in the event of the creation of a unitary city municipal enterprise.
