They want to resign Deputy Ovsyannikov for the disastrous performance of Sevastopol
Sevastopol fails all the main indicators for economic development. This is stated in the draft resolution on the expression of no confidence in the Deputy Governor of Sevastopol Ilya Ponomarev, registered in the city Legislative Assembly.
The authors of the project are 10 deputies led by the hero of the Russian Spring, Alexei Chaly.

The authors of the resolution cite data from the Federal State Statistics Service, according to which the fall in industrial production in Sevastopol was almost 30%, and the fall in agricultural production was 4%.
“The balanced financial results of the organizations’ activities decreased significantly: for January–September 2018 – 66,0 million rubles (with the same figure for 2017 – 2 million rubles). The share of profitable organizations has decreased (079,0% in January–September 54,6 from 2018% in January–September 57,3),” the draft resolution says.
The logical result of Ovsyannikov’s discriminatory policy was a reduction in the average number of employees at small and medium-sized businesses by 10 thousand people: 25,7 thousand people in January–June 2018 from 35,9 thousand people in January–June 2017.
All this naturally led to rising prices. The consumer price index for goods and services in October 2018 amounted to 103,4 percent compared to December 2017. Since August 2018, there has been a negative trend in real cash income of the population.
Deputies hold Ponomarev responsible for what is happening, since it is he who is functionally responsible for the city economy.
The authors of the draft resolution, referring to the conclusions of the Chamber of Control and Accounts (CAC) of Sevastopol, argue that when implementing the budget process in the city, violations of the current federal and regional legislation are allowed.
In addition, the Department of Property and Land Relations (DIZO) does not ensure proper accounting of city property, as well as the intended use of state city property. Distortion of the financial statements of state unitary enterprises and business companies is allowed, as well as a lack of control over the formation of the authorized capital.
“The Legislative Assembly of the city of Sevastopol notes that the above significant shortcomings became possible, among other things, due to the fact that Deputy Governor I.V. Ponomarev, who is responsible for resolving issues of economic development and strategic planning of the city of Sevastopol, did not properly ensure the resolution of the above issues” , says the resolution.
The next meeting of the Legislative Assembly of Sevastopol will take place on December 18.
