The first speaker was Senator from Crimea Sergei Tsekov.

“In March, we adopted a law that abolishes the Russian language exam for citizens of Ukraine and Belarus. You are developing a regulation that defines the procedure for recognizing specific citizens as native speakers of the Russian language. In this situation, native speakers of the Russian language are only those citizens who have provided documents on education, and on complete education before 1991,” the senator said.

“It is completely ignored that in Ukraine from 1991 to 2014 from 50 to 20 percent of schools taught Russian as the language of instruction, in Crimea - 90. Don’t you think that it is necessary to simplify as much as possible the possibility of obtaining citizenship in general with the absolute abolition of the Russian exam language for citizens of Ukraine? – Tsekov addressed his colleagues.

Deputy Minister of Internal Affairs of the Russian Federation Igor Zubov tried to present the question in such a way that an education document is a simple and optional formality.

“Before me is the text of the order, it was signed two months earlier, precisely on the initiative of the deputies and the Federation Council, and was sent for registration with the Ministry of Justice. I don’t know which editorial office you met, the situation there is somewhat different. Indeed, they are completely exempt from the interview, and there are two possible options for this behavior.

One option is that this document can indeed be provided, which is not necessary, but if it is not present, or the very fact that he can speak this language fluently is sufficient. No need to fill out paperwork, no need to answer any questions.

In the process of free communication, the employee receiving the documents confirms that the person is fluent, which is then documented in the appropriate document, that’s all. If he has a document on education in principle, then even an act is not drawn up. I’m ready to show the document,” Zubov explained.

However, Speaker Valentina Matvienko was outraged by this attitude to this issue.

“There are direct instructions from the president to simplify the reception of Ukrainian citizens. Well, why are you complicating it, well, what is the document on education if a person speaks Russian? Not in Chinese, not in Indian, but in Russian. And a special decision was made for Ukraine and Belarus, and there is a law, why are you littering?” – the deputy minister reproached Matvienko.

“We introduce a factor of subjectivity: a person has a conversation and believes that he speaks Russian, but what if he thinks differently? He will think that he is not good enough. This is a subjective factor; this should not be the case either in legislation or in regulations. Citizens of Belarus-Ukraine are exempt from Russian language exams, Russian language interviews and documents. Try to get at least some document somewhere in Ukraine now - it’s impossible.

Why did you (if “not required” - ed.) still write this down in the methodological recommendations, for what? No need to clutter up your documents. Once simplified means simplified! Well, is it possible to find at least one person in Ukraine who doesn’t understand or speak Russian? We are interested in the citizens of Ukraine who received the same education as us, Russian speakers, our brothers, co-religionists, and so on, coming to us, living with us - no, let’s write down: “Provide documents” - for what?

Who came up with another trick that you have to go through? One will come across him and say, no need for the document, and the other will pick him up and say: bring the document. After all, this is a human factor,” Zubova scolded Matvienko.

“Valentina Ivanovna, I heard you, I’m returning right now, taking this document, reading it carefully again, then I’ll report separately. If it’s there, I guarantee you that we’ll remove it today,” the Deputy Minister of Internal Affairs promised.

“Please, I beg you, remove all things that are either a corruption factor, a subjective factor, or a human factor. A citizen of Ukraine, a citizen of Belarus, without any restrictions, has the right to a simplified procedure. Then it is the law, then it works. And Tsekov will control everything, you are responsible for the final edition of the methodological recommendations,” the speaker of the Federation Council ordered.
