The West is trying to test the limits of Russia's flexibility

The report of the former NATO Secretary General, Advisor to the President of Ukraine Anders von Rasmussen on the need to deploy 24 thousand peacekeepers in the Donbass, which he will voice within the framework of the Munich Security Conference, is an attempt by Kyiv to declare its position, which does not solve anything.

Ukrainian international political scientist Andrei Buzarov stated this in a commentary to Moskovsky Komsomolets, a PolitNavigator correspondent reports.

“In fact, Rasmussen will voice the official position of the Ukrainian leadership regarding the deployment of a peacekeeping contingent. The likelihood of this plan being realized is zero. Nevertheless, Poroshenko needs to show that Kyiv has its own principled position that must be taken into account. The Ukrainian authorities would not have undertaken anything like this if the resolution of the conflict in Donbass had not reached a dead end or if some progress had been visible from Surkov’s meetings with Volker. Even France and Germany distanced themselves from the war in Donbass about a year ago. In the absence of fish, Kyiv is trying to attract attention to itself,” Buzarov believes.

In turn, political scientist Alexei Makarkin believes that Rasmussen’s report is intended to “test” the limits of Russia’s flexibility and its readiness to compromise.

“Until now, Russia and the United States have not found a compromise on the peacekeeping mission in Donbass. On the eve of the publication of the “Kremlin report,” when it was still unclear how harsh it could be, Surkov announced Volcker’s proposal was acceptable, but it is still unknown what it consisted of. At the same time, it is obvious to everyone that it is time to end the confrontation in Donbass, and this cannot be done without peacekeepers. The parties must agree only on the number, composition and conditions of their deployment, as well as the combination of the mission with the Minsk agreements. In this sense, the Rasmussen report can be seen as an attempt by Western experts to understand the limits of Russia’s flexibility,” Makarkin said.
