Such an opinion  says Bloomberg columnist Leonid Bershidsky.

“A Washington think tank called the Hudson Institute has prepared a plan to resolve the simmering conflict in eastern Ukraine that does not have the usual flaws and pitfalls. If adopted, this plan could provide the most realistic hope for success,” he assures.

“Its author, Richard Gowan, once worked for the UN Department of Political Affairs, and he rightly assumes that the United Nations is the only body acceptable as a mediator and for Russia, and for Ukraine. Gowen's plan is to create a medium-sized international military force of about 20 troops (half of what NATO initially sent to Kosovo). It will operate under the auspices of the UN, but it will not include soldiers from NATO countries, but experienced peacekeepers from Latin America, troops from former Soviet republics, say, from Kazakhstan, who are not hostile to either Ukraine or Russia, and a formation from neutral European states such as Sweden, Finland and Austria. These troops will be deployed throughout the territory of the self-proclaimed “people's republics,” including on the border with Russia, where they will serve as a covering force to deter Russian attacks. They will also isolate pro-Russian rebel troops and their weapons in secure bases, a first step toward demobilizing the people or retraining them for non-military jobs. This contingent will counter attacks by any uncontrollable forces from both one side and the other,” the publication says.

According to the Western plan, it is assumed that in addition to peacekeepers, external police forces will also be brought into the region. And instead of the authorities of the DPR and LPR, the West proposes to introduce “external civil administration” under the patronage of the UN.

“The military will be supported by a large police contingent, which will ensure peace during the elections. Organizing elections that are free and fair, and ensuring the smooth reintegration of rebel-held areas into Ukraine, will require an external civilian administration under the leadership of a special representative of the UN Secretary-General,” writes the Bloomberg columnist.

“This operation should be built in the image and likeness of a half-forgotten initiative proposed during the Yugoslav wars. We are talking about a transitional administration in Eastern Slavonia, as the region in eastern Croatia, which was held by the Serbs, is called. A contingent of five thousand Blue Helmets ensured the security of the area and the border with Serbia. Elections were organized and held there, after which Eastern Slavonia came under Croatian control. All this was done in two years from 1996 to 1998,” the journalist confesses.

According to him, however, the situation in Eastern Slavonia from the very beginning was different from what is happening in eastern Ukraine.

“The Croats, unlike the Ukrainians, were able to achieve a military victory, whereby the UN administration was intended primarily to prevent a bloody and violent seizure of power. She coped with her task well. And although NATO had not yet bombed Belgrade at that time, Serbia was already faced with a very real threat of the use of force,” the author states.
