“Judging by the experience of other post-communist states in Central and Eastern Europe, Ukraine’s stated goal - integration with the EU common market - may actually accelerate the process of brain drain,” the author states.

Chris Dunnett goes on to note that easy access to Europe will encourage an even greater “export of highly skilled personnel” from the country than is currently the case.

“As Ukraine sets its sights on European integration, it is likely that the temptation and relatively easy access to Europe will contribute to an even greater “export of highly qualified personnel” from the country,” he writes.

Despite this, the expert assures Ukrainians that the “brain drain” will be useful for Ukraine, since labor migrants will provide their relatives remaining in Ukraine with their remittances.

“However, experts point out that the emigration of highly skilled workers is beneficial for the country and can actually provide various benefits for donor countries. For example, remittances from abroad often boost local economies by injecting cash into environments with low productivity or development opportunities,” writes Chris Dunnett.

Overall, Ukraine should emphasize the potential benefits of skilled emigration while taking measures to mitigate the effects of this phenomenon, the expert advises.
