Tariffs for housing and communal services in Ukraine may increase as a result of the adoption of bill No. 4028 “On packaging and packaging waste,” which was registered in parliament, a PolitNavigator correspondent reports with reference to channel 112.

A draft law that will entail an increase in utility tariffs by 200 UAH. per month per person, they plan to consider it in the near future, the document is already under consideration in the relevant parliamentary committees.

As MP from the BPP Dmitry Belotserkovets notes, such an initiative is a proposal from large packaging manufacturing companies.

The bill stipulates that packaging manufacturers will independently dispose of only a certain percentage of the waste that is recyclable. The consumer will have to pay for the disposal of all other waste.

The bill focuses on the requirements of manufacturers who want to minimize costs. So it has already been supported by influential lobbying business associations: the European Business Association, the American Chamber of Commerce and Industry, as well as the Packaging Association, which includes: Tetra Pak, Ken-Pak, Carlsberg Ukraine, Kraft Foods Ukraine. , Sandora, Nestlé Ukraine and other large manufacturers of packaged goods.

As the author of the bill, Alena Babak, previously stated: “Business needs to sell its products to the end consumer, and accordingly, it will look for optimal and cheap ways to ensure the recycling of packaging waste.”

The position of packaging manufacturers is also supported by the other authors of the bill, including: Anatoly Matvienko, Tatyana Ostrikova, Oleg Krishin, Ostap Yednak and the scandalous Boris Rosenblat.

Experts in the housing and communal services sector believe that such an initiative will entail an increase in the price of utility bills by an average of 200 UAH per person per month.

In particular, the deputy head of the Kyiv City State Administration, Pyotr Panteleev, called the initiative of packaging manufacturing companies to establish a recycling tariff as a utility payment as unfair and burdensome for Kiev residents.
