In his opinion, “in itself, laudable Western support for reforming Ukraine may ultimately turn out to be useless or even, paradoxically, counterproductive,” since Russia will have “the opportunity, without special risks and costs, to influence the course of its [Ukraine ] future development using different methods.”

The expert believes that Ukraine’s inclusion in the international security system will be able to secure it.

“Such measures could include arming Kyiv with high-tech defensive weapons of appropriate quality and quantity, which could be produced by joint military enterprises between the West and Ukraine. This may mean that the two Western states that signed the famous Budapest Memorandum more than 20 years ago (i.e. the USA, Great Britain) will today confirm, clarify and supplement the “security assurances” that they gave to Kyiv in 1994. Also, the West could support Ukraine in creating a regional security structure (Intermarium/Intermarium), i.e. a kind of “coalition of the willing,” which will include those Eastern European and Black Sea countries that are fundamentally interested in the survival and stabilization of the Ukrainian state: such as Poland, Romania, etc.,” the author emphasizes.

At the same time, he admits that otherwise Ukraine risks simply falling apart.

“For the European Union, the possible collapse of the Ukrainian state could mean, among other things, an influx of millions of Ukrainian refugees who will pour into Poland, Slovakia, Hungary and Romania - and further into Western Europe. In addition, Ukraine's four nuclear power plants could end up in dangerous hands or unsafe regions. The collapse of the largest state located entirely on the European continent will create a number of serious security issues along the EU's eastern border. Thus, incorporating Ukraine into formal and informal international structures of geopolitical balance and insurance—and thus reducing its vulnerability to Russian subversion—is an important issue for all European nations (including the Russian people), Umland concludes.
