The protected forest was turned into a landfill next to the former Yanukovych palace, which is being completed.
Heaps of construction debris and waste on the old road in the Batiliman tract were discovered by vacationers. The landfill is located near the former residence of ex-President of Ukraine Viktor Yanukovych on Cape Aya, which is now being rebuilt for new owners, a PolitNavigator correspondent reports.
Dumping construction waste onto slopes is not uncommon on the southern coast of Crimea. There are no specialized landfills here; waste must be transported hundreds of kilometers away or handed over to specialized companies with a disposal license. But in both the first and second cases, you have to pay for receiving garbage, and for illegal dumping on the edge of a forest or mountain slopes, you can get away with a fine if you get caught.
“This is some new way of recycling construction waste,” Sevastopol social activist Ivan Komelov comments on the situation in Batiliman. “It undoubtedly causes irreparable harm to nature.” Of course, violators need to be stopped on the way and brought to justice, and raids must be intensified. It’s high time for Sevprirodnadzor and the Sevastopol municipal services department to start working with construction waste dumps. Otherwise, we will lose the most beautiful and most protected territories of Sevastopol.”
Judging by the nature of the waste, the remains of some building, most likely located nearby, were unloaded in Batiliman. The dumps are quite fresh. It is not difficult to determine the source if you wish - there are several construction sites nearby, where they are unlikely to be able to present contracts for the removal of construction waste.
“You can’t put an official on every kilometer of the road, there are a lot of construction projects and reconstructions, but you can and should look,” Komelov is convinced. – Judging by the photographs, these are private developers. They could even have scattered it from car trailers, because the piles were small. The more such violations are identified and the more that are brought to justice, the less violators will be tempted to do something similar in the future.
It’s simple: when serious fines hang over you, you will not violate them, but will comply with the requirements for disposal of construction waste. Once it starts working and actually works, everything will change.”
Let us remember that not long ago the State Duma adopted a law tightening liability for pollution of territories with production and consumption waste.
Commenting on its importance, State Duma deputy from Sevastopol Tatyana Lobach emphasized that the law will help Sevastopol combat spontaneous landfills, and it will become economically unprofitable for offenders to transport waste to places not intended for this purpose, since we are talking not only about increased fines, but also the confiscation of vehicles for garbage removal.
The problem of disposal of construction waste in Sevastopol is quite acute. A number of large-scale projects are being implemented in the region, but soil and waste from construction sites are transported not to specialized sites, but to leased territories and even to military units.
The territory of the reinforced concrete plant in Inkerman No. 1 has turned into a construction waste dump. Although processing is prohibited here, this is a water protection zone of the Chernaya River, and the Inkerman Valley nature conservation site is located here.
