The ban on money transfers to Ukraine passed the second reading in the Duma
The State Duma adopted in the second reading a bill that proposes to ban money transfers from the Russian Federation to Ukraine using foreign payment systems.

Как Rossiyskaya Gazeta reports, this is a response to the ban on the activities of Russian payment systems in Ukraine, introduced in October 2016.
The document states that if a foreign state imposes a ban on the operation of Russian payment systems, in response, such transfers to citizens from the territory of Russia to the territory of this state using foreign payment systems are automatically prohibited. This applies specifically to transfers to Ukraine.
According to the document, cross-border transfers from Russia to the territory of such a state can only be carried out with the help of an operator controlled by Russian legal entities. These rules will apply to transfers without opening a bank account. Thus, transfers using the international systems WesternUnion and MoneyGramm are prohibited.
To transfer money from Russia to Ukraine, the option of transferring from card to card or from account to account remains - they do not fall under the new restrictions. In this case, it is necessary that both the sender and the recipient have a bank account. Small amounts can be “deposited” on the recipient’s mobile phone number.
If the bill is adopted in the third reading, the document may come into force 30 days after the day of its official publication.
