“First to intimidate, then to flatter, then to deceive,” is how Russian political scientist Sergei Markov described Joe Biden’s psychological tactics during the negotiations with Vladimir Putin.
“This tactic is based on their understanding of Putin’s motivation. They are sure that Putin’s team is all corrupt, oligarchs.
