Developers will “steal” an entire district from Kyiv – Klitschko follows in Chernovetsky’s footsteps (VIDEO)
Kyiv, February 04 (PolitNavigator, Vladimir Mikhailov) – The notorious General Plan of Kyiv-2025, which was popularly called the “General Plan named after Chernovetsky,” has not gone away - the document continues to be valid under Mayor Vitaliy Klitschko.

General Plan 2025 lobbies the interests of developers, allowing construction companies to save on rental rates.
Director of the Open Society Foundation Ivan Sikora stated this at the round table.
According to him, the General Plan 2025 removes from the high tax rate land plots with a total area of almost the entire district of Kyiv.
“This means a decrease in budget revenues - for such plots the rate is not 3%, as it should be according to the Tax Code, but only 0,1%... Moreover, after the construction of the house, the developer, as a rule, breaks off the contractual relationship and further no one pays for the land,” said the social activist.
He recalled that when Klitschko was in opposition, the boxer politician publicly opposed the “General Plan named after. Chernovetsky,” but, having become mayor, for some reason he changed his position.
Over the past 6 years, the capital authorities have spent 2025 million UAH of budget funds on the development of the General Plan 16, Ivan Sikora emphasized.
