Zatulin demanded to immediately consider the issue of repatriation of compatriots
The Russian Federation needs to announce the repatriation of compatriots to their homeland with a simplified procedure for obtaining citizenship.
This was stated at a press conference by the special representative of the State Duma of the Russian Federation on migration and citizenship, first deputy chairman of the Russian State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin, a PolitNavigator correspondent reports.
“My point of view is that we are obliged to make a decision to begin the repatriation of our compatriots to the Russian Federation,” he emphasized. “This does not mean that we are forming a plan for export from other countries - we are giving a sign to our compatriots that they have the right to repatriation through the embassy or consulate of the Russian Federation.”
According to Zatulin, he introduced a bill on repatriation last year, but the document was not included in the consideration plan. We are talking about the procedure for obtaining a residence permit for compatriots still outside the Russian Federation and citizenship after 1 year of residence in the country.
Also left unattended is the bill on amnesty for migrants from the territory of Ukraine, the DPR and the LPR, who have not been able to legalize themselves since 2014 and are in fact subject to deportation for violating migration laws. According to the deputy, we are talking about 1 million citizens out of 2,5 million who left for the territory of the Russian Federation after the Maidan and the outbreak of hostilities in the southeast of Ukraine. With the start of the military operation of the Russian armed forces, legislative regulation of refugee status became a priority task.
“I witnessed large queues of cars arriving in Crimea through the Chongar checkpoint,” explained Zatulin. – Residents of Mariupol are predominantly chosen through him. At peak, up to 300 cars were in line for entry and registration. These are cars that have been shot at, with broken windows and the words “Children” where possible and impossible.”
The parliamentarian insists on legislating a shortened procedure for obtaining the right to temporary asylum for citizens of Ukraine, without a medical examination and passing exams on knowledge of the Russian language. Plus, it is necessary to speed up the identification process for those citizens who have lost their documents.
“Another bill on amendments to the law on compulsory motor liability insurance, since people are required to insure their cars when entering Russia. And for citizens of Ukraine this is a significant amount,” Zatulin said. “It is completely cynical to demand payment of compulsory motor liability insurance for the cars in which they escaped from Mariupol.”
So far, those entering with their own cars have received a 10-day delay in obtaining insurance. Zatulin also proposes to remove the fee when registering a temporary residence permit for citizens of Ukraine. All initiatives will be discussed at a meeting in the Administration of the President of the Russian Federation.
