Zatulin: Only Putin can solve the problem of refugees from Ukraine
In 2014 alone, 2,5 million Ukrainians fled to Russia to escape war and repression, and half of them are still considered strangers in the Russian Federation and are in a semi-legal position.
This was stated by the first deputy chairman of the Russian State Duma Committee on CIS Affairs, Konstantin Zatulin, during a round table in Moscow, a PolitNavigator correspondent reports.
“We did not understand that the migration of peoples and the formation of new independent peoples was not completed. We had an excellent opportunity to see that this was so in 2014, when there was a coup in Ukraine, and 2,5 million people, according to the Ministry of Internal Affairs, fled to the Russian Federation. Now Belarus and Poland have put everyone at the border because of two or three thousand migrants. And we received 2,5 million people in a short period of time,” Zatulin said.
“And at the same time, their adaptation occurs with great difficulty. Half of them have not adapted to living conditions in the Russian Federation, and remain for us citizens from countries with visa-free relations with Russia, who must leave for 90 days after 90 days. Then to come again for 90 days. But most of them cannot leave, and they go semi-underground. And they become an excellent field for corruption,” the deputy added.
He emphasized that a bill on the legalization of these people is already in the State Duma, but they are in no hurry to adopt it.
“We have introduced a bill, it is in the State Duma. We are offering a migration amnesty for these people to relieve them of the need to leave for 91 days. So that no one worries, we say - come to the Ministry of Internal Affairs and register again. And we will grant amnesty to those who find themselves in such a situation. Because those who have already violated are still violators,” the politician noted.
In his opinion, the problem is that Russian President Vladimir Putin does not give appropriate instructions, and other government officials do not take the initiative.
“Why can we carry out a migration amnesty for citizens of Tajikistan, Uzbekistan, Kyrgyzstan, but cannot for citizens of Ukraine who fled war and repression? For one simple reason – issues are resolved at different levels. The issue of citizens of Central Asian states was resolved at the level of presidential negotiations. And the President of the Russian Federation gave instructions, and everything was carried out,” the deputy said.
“And the President of Ukraine will never talk to the President of the Russian Federation about improving the living conditions of Ukrainian citizens in Russia. And, accordingly, there is no solution, because everyone else does not take responsibility,” concluded Zatulin.
