Zatulin told how “Ukraine howled”
If Ukrainians had been given Russian passports without requiring them to renounce Ukrainian citizenship, the bloody events of 2014 would have been avoided.
This opinion was expressed in an interview with Komsomolskaya Pravda by Konstantin Zatulin, the State Duma’s special representative on migration and citizenship.
The publication noted that there are two opposing opinions regarding Russians in the near abroad: first, they do not influence anything, since they are not part of the ruling elite of the newly formed states, and second, “they are our outpost.”
“Who is right?” the newspaper asked.
“I’ll give you an example. In 1994, a consular group worked in Crimea to obtain Russian citizenship. There was a queue! Ukraine howled! It was Yeltsin times, and the work stopped. If Ukrainians had been given Russian passports without requiring them to renounce Ukrainian citizenship, there would have been neither the 2014 coup nor the civil war!” says Zatulin.
