Zatulin announced corruption loopholes in the new law on the Russian language exam for foreigners
State Duma deputy Konstantin Zatulin criticized the draft law on an exam in the Russian language, history and legislation adopted in the second reading by the State Duma for foreigners wishing to obtain the right to live or work in the Russian Federation.
Zatulin noted that the law in its current form allows not only universities to take the exam, but any organizations whose educational activities are prescribed in the charter. Thus, deputies create the ground for corruption.

Dear colleagues, I understand how we vote and what we will come to, but we are making a mistake... Taking this decision, abandoning educational ones in favor of organizations that carry out educational functions, will lead to an increase in the corruption component.
The point is that, in fact, exams in the Russian language will be taken by organizations that may not be specialized on this issue at all, but simply decided to take part in it.
Just like our organizations take part in tenders and win, which have nothing to do with them, but give a lower price, and as a result, then do something unusual for them,” Zatulin said, but his comments were not taken into account.
“I would like to draw your attention to the fact that the committee received information from the relevant executive authorities that it was repeatedly noted that a number of educational institutions did not directly engage in this work themselves, but outsourced this work. We adopted an amendment that specifically assigns powers to the government of the Russian Federation at the legislative level.
Executive authorities will ensure direct control of the organizations conducting the exam. The government will directly determine exactly the list and the conditions necessary for this or that organization to work within the framework of implementing the law,” assured Zatulin’s colleague in the United Russia faction Artem Turov.
