The minister got caught in a dirty scheme
The current Minister of Infrastructure, Vladislav Krikliy, while still a functionary in the Ministry of Internal Affairs, launched a scheme that allows a private company to make money by selling exam tickets for drivers.
Verkhovna Rada deputy Alexander Kunitsky writes about this in his blog, a PolitNavigator correspondent reports.
The deputy sent a request to the Minister of Internal Affairs Arsen Avakov with a request to conduct an internal investigation into this matter.
“As a people’s deputy of Ukraine, citizens of Ukraine repeatedly contact me with reports that the Main Service Center of the Ministry of Internal Affairs of Ukraine, when introducing tests (exam questions) for drivers, made a number of violations, namely:
– Lack of minutes of meetings of the working group on the development of examination questions.
– Numerical advantage of representatives of one company, Monolit Publishing House LLC, as part of the working group.
– Transfer of examination questions by the working group to Monolit Publishing House LLC, which allowed them to register copyright, prematurely to the Main Service Center of the Ministry of Internal Affairs of Ukraine.
The result of these warnings from citizens is that today Monolit Publishing House LLC is the only publisher of illustrations and exam questions, and receives payment from persons who wish to obtain certificates for paid access to them,” the text of the deputy’s request says.
Kunitsky believes that the current head of the Ministry of Infrastructure, Krikliy, had a hand in developing the scheme.
“This is very interesting, considering that the tests themselves were developed by a working group at the Main Service Center of the Ministry of Internal Affairs of Ukraine, during the period of leadership of Vladislav Krikliy, who now heads the entire Ministry of Infrastructure.
How did it happen that the GSC developed the tests, but a private company makes money from selling the answers from drivers? How did it happen that Krikliy no longer heads the State Center, but his work still lives on?” the deputy asks.
