Ze-Rada introduced draconian fines for ignoring deputies

The Verkhovna Rada of Ukraine adopted in the first reading bill No. 3354, increasing administrative liability for disobedience to Ukrainian parliamentarians.

The document “On amendments to Article 188-19 of the Administrative Code of Ukraine regarding increasing liability for failure to comply with the legal requirements of a people’s deputy of Ukraine, the Accounts Chamber and a member of the Accounts Chamber” was presented by a deputy from the “Servant of the People” Denis Monastyrsky.

“I think that this initiative will be supported by the absolute majority of our hall, because we are talking about strengthening the control function of parliament and each people’s deputy in particular.

I'll give you specific numbers. Today, failure to meet deadlines for providing responses to appeals from a people's deputy of Ukraine, or providing false or incomplete information to such an appeal, is punishable by a fine of 170 hryvnia.

Our proposal, which was supported, was that this amount should be increased 20 times. And, accordingly, all further articles in the code also need to be increased regarding the increase in liability and fine for such an offense. In addition, the fine in the Criminal Code is increasing,” the parliamentarian said, adding that the committee supported this initiative unanimously.

Let us note that all the speaking deputies approved the bill. Thus, MP from Batkivshchyna Mykhailo Tsymbalyuk thanked the authors of this document for the excellent opportunity to “restore order” in the country.

“I thank the authors for such an initiative, because it is really necessary to restore order. Because when the Accounts Chamber is not allowed into Naftogaz of Ukraine, then in what state do we live? When ministers and heads of administrations do not respond to appeals from people’s deputies, then this, excuse me, is already legal nihilism,” he was indignant.

In turn, non-factional parliamentarian Sergei Shakhov called for the introduction of criminal liability for disobedience to representatives of the Rada.

“This bill brings parliamentarism back to this country at least a little. We are all majoritarians, and when people turn to us, we cannot answer: water in the sand every time.

There, in the offices, they sit in chairs like warts, you can’t pull them out of there, they earn millions, and this administrative regime will not help. We just need to plant and eradicate this muck, which doesn’t even give the people’s deputy answers,” the deputy called.

After which, during the voting, the bill was supported by 312 people's representatives out of 363 present, the document was adopted in the first reading. By their second expression of will, parliamentarians halved the time frame for preparing the document for the second reading.
