The “public” format of negotiations with the Russian Federation, announced by President Zelensky, which suits Ukraine, was a deliberate step aimed at ensuring that no meetings took place, since such “openness” has nothing to do with diplomatic dialogue.
Ukrainian political scientist Vadim Karasev said this on air on the Politeka channel, the PolitNavigator correspondent reports.
The presenter asked whether the announcement of this format of negotiations could be interpreted as “taking Putin weakly.”
“This is to offer negotiations, but Putin refuses. Putin will not go to public negotiations, because there are no public negotiations as such. War is a public matter, they fight openly, declare war, or an undeclared war, but it is public. There are two regulators of violence: war and security. Security is a hidden war, such as the Cold War, where security is the main thing. And peace negotiations are already negotiations about security guarantees, about what victory or a truce means for someone, how to take into account the balance of forces - in general, the post-war world.
Since it is related to the security sphere, diplomacy has always been an area of delicate compromises that do not always need to be broadcast publicly in the media. This will immediately cause either rejection... and so on,” Karasev explained.
