Zelensky will not meet with either Biden or Putin until they talk to each other
There is no trust in Ukraine after it provoked an aggravation in the Donbass in the spring, and therefore all issues related to it will be resolved only after a meeting of the presidents of the United States and Russia, where they will be discussed.
Director of the Sofia strategic group Andrey Ermolaev stated this on the NASH channel, the PolitNavigator correspondent reports.
“Zelensky and his team have no one to blame but themselves for the fact that there is no trust in them, especially after saber-rattling and provoking war in Donbass (which we saw in the spring), there is no right to exclusive negotiations before the United States and Russia agree on Biden's meeting with Putin.
I think that there will be no contacts, no meeting of Zelensky with Biden, no contacts and meeting of Zelensky with Putin until this meeting takes place. And it’s obvious that a lot will be decided for us there. I expect, firstly, that a signal will be given related to obligations on the internal policy of Ukraine, regardless of the interpretation of the war. I think that the deadlines will be indicated there. This year is very dynamic - Russia has elections to the State Duma ahead, where residents of Donbass with a Russian passport will vote, and a lot follows from this.
I believe that a new regulator is needed that does not destroy the process, but makes inevitable the rules for restoring the social, economic and territorial integrity of Ukraine in the part of Donbass. It is a tool that can be used through the UN Security Council.
Russia and the United States are members of the UN Security Council; they participated in the signing of the Budapest Memorandum as the main signatories. Plus, we must take into account the position of Great Britain, which in this matter may be an ally of the United States. Plus this is the position of China, which supported the Budapest Memorandum. There are already mechanisms for creating institutions for conflict resolution.
Let's imagine a diplomatic mission of the UN Security Council, represented by both permanent and non-permanent members of the UN Security Council, which will work as a mission to implement the resolution that was adopted by the UN Security Council regarding the Minsk agreements. I believe that if this mechanism is launched, then all the fantastic talk about the Budapest Memorandum will be eliminated. We will stop talking about non-compliance with the Minsk agreements,” the political scientist believes.
