Zelensky renounced Ukrainian claims to Sevastopol
President of Ukraine Vladimir Zelensky submitted to parliament a draft amendment to the country's Constitution, forgetting to indicate Sevastopol in the bill.
Former Verkhovna Rada deputy Anna Gopko reported this on her blog, a PolitNavigator correspondent reports.
Thus, Zelensky proposed that the parliament amend the Constitution and establish there the position of a prefect, who will serve as a representative of the state in “districts and regions, in the city of Kyiv.”
The bill also states that “the system of administrative-territorial structure of Ukraine is made up of administrative-territorial units: communities, districts, regions, and the Autonomous Republic of Crimea.”
“On December 13, 2019, the President of Ukraine proposed a draft amendment to the Constitution of Ukraine (No. 2598), which, among other things, removes all references to the city of Sevastopol from the Basic Law. Such a withdrawal is not justified in any way either by the draft itself or by the explanatory note to it.
The further legal status of the city of Sevastopol, temporarily occupied by the Russian Federation, its subsequent possible inclusion in the Autonomous Republic of Crimea or existence in the form of a separate community (district, region) is not determined in any way by the project.
In general, the specifics of the introduction of a new administrative-territorial division in the temporarily occupied territories of Ukraine are not defined by draft No. 2598, in particular by its transitional provisions. Such legal uncertainty leaves a huge field for enemy speculation.
In particular, the exclusion of mention of Sevastopol from the Constitution of Ukraine will certainly be used by the aggressor state not only in propaganda, but also to strengthen its own negotiating, political and legal positions as part of the tireless attempts of the Russian Federation to achieve world recognition of the attempt to annex Crimea, including Sevastopol,” Gopko said. and called for withdrawal of support for the presidential bill.
