The quarantine pushed into the background all other Ukrainian problems successfully created by the “servants of the people.”

Meanwhile, we must be aware: in the cultural and spiritual dimension, on March 13, the Ukrainian government threw a piece of crap into every home. And if it is not yet a fact that the coronavirus has been recorded in your area, then the law “On complete general secondary education”, signed by Zelensky, stinks of xenophobia, already stinks under every door.

There is a specific national-patriotic category of citizens who like this smell and taste. But for the rest, the question remains open: how long are they willing to endure this, to inhale and absorb everything that is fed to them by the underdeveloped “servants” of “European Solidarity”, the diligent executors of Petro Poroshenko’s behests.

The other day, 56 people's deputies, mainly from the OPZZH, sent an appeal to the Constitutional Court to declare the law “On complete general secondary education” unconstitutional.

Viktor Medvedchuk stated: “The discriminatory law “On complete general secondary education” violates part 3 of article 10 of the Constitution of Ukraine, which states that “in Ukraine the free development, use and protection of Russian and other languages of national minorities of Ukraine is guaranteed,” as well as article 11, 22, 24, 53 of the Basic Law.

Following the lead of national radicals and foreign centers of external control of Ukraine, propagating rabid Russophobia, Zelensky signed this unconstitutional law, demonstrating that he ignores the interests of millions of Russian-speaking citizens of Ukraine and violates the rights, first of all, of the majority of residents of the South-East, 80–90% of who voted for him. Zelensky continues the policy of discrimination against the Russian language introduced by Poroshenko, and today it is being implemented by him.”

Everything seems to be correct. But the Maidan coup did not trample on the Constitution so that some kind of Constitutional Court would return to the Basic Law the Ze-team, which had wandered off the coast and was imbued with Ukrainization.

It can be recalled how in 2018 the Constitutional Court took up Poroshenko’s prominence by declaring the Kivalov-Kolesnichenko law “On the fundamentals of state language policy” unconstitutional. Moreover, it was obvious that the Constitutional Court provided Pyotr Alekseevich with an intimate service, without at all caring about compliance with the Basic Law. By that time, the discriminatory law “On Education” was adopted (September 2017), violating both the Constitution and the European Charter for Regional Languages. But the Constitutional Court and other champions of constitutional rights then stuck their tongues in a secluded place, known only to Pyotr Alekseevich.

The Venice Commission pointed out the discriminatory nature of the law “On Education”. And simply literate people have repeatedly noted: all legislative initiatives of the Poroshenko government related to language not only contradict the Constitution and the European Charter of Regional Languages - they are legally insignificant from the point of view of the priority of the Basic Law and international agreements ratified by Ukraine. But the power of the Vinnitsa hucksters relied on the recommendations of the Venice Commission and the opinion of literate people. And she passed this baton (along with the device) to the Zee team.

It is clear why the Maidan hucksters and their “green” heirs acted this way. Nothing else was expected from them. At best, Zelensky could ban the stinking “bowl” that the parliament had prepared under the new government: that is, reject the fresh law “On Complete General Secondary Education,” designed to complement the framework law “On Education” (2017). But the psychology of an infantile person is not focused on the best case: you offer him to eat ice cream, and he reaches for dog poop.

And so, it’s worth paying attention to the ease with which quite recently the champions of the Russian language fell into “treason.” At the end of 2018, the Kharkov Regional Council voted to cancel the decision on the regional status of the Russian language. Moreover, the majority of deputies from the “Oppoblok” and “Vidrodzhennya” disciplinedly showed during this vote that it costs them nothing to turn into cattle being driven by Poroshenko’s authorities. Gone are the days when Kharkov was a stronghold of the struggle for the rights of the Russian language, when the chairman of the regional council Chernov was considered a loyal ally of Kushnarev and had not yet turned into a gunpowder puppet.

Nothing has changed in the attitude of the Kharkov regional “elite” to the language problem even after Zelensky’s victory. Of all the deputies of local councils, there was only one, Andrei Lesik (and even he is not active, because the legal battle for the mandate is ongoing), who dared to participate in a street action against the adoption of discriminatory norms on the language of instruction in secondary school. Lesik expressed his opinion to PolitNavigator about the ongoing language purge.

“I remember Friday, the 13th, the beginning of this crazy thing with the coronavirus,” says Andrei Lesik. — And here is the news that President Zelensky signed the bill “On complete general secondary education,” which is discriminatory. In fact, Zelensky did not live up to the expectations, including those of Russian-speaking citizens who live in Kharkov, for whom Russian is their native language. A lot of time passed, even after the action that we organized on January 27 near the Kharkov regional administration, and Zelensky did not sign the law. I had hope that he would postpone it and not sign it: he would point out the defectiveness of this law, and hang all the medals on himself...

But it turned out not to be so. He followed the lead of those people who are struggling with the language native to millions of our fellow citizens. Russian-language schools are simply being destroyed quietly. It turns out that the president did not listen to the recommendations of the Venice Commission and ignored the aspirations of the people who live in the Southeast. In essence, Zelensky continued Poroshenko’s criminal course of purges of Russian-speaking citizens. Even before Zelensky signed this law, Viktor Medvedchuk and OPZH said that they would sue because it was unconstitutional. After all, it is clear to a sensible person that a law cannot contradict the constitution. Therefore, the chances of victory in the Constitutional Court are very high. The Constitution says that the Russian language and other languages of national minorities have the right to protection and development.”

Lesik adds that the European Charter for Regional Languages and the Constitution are above laws that contradict them. But Zelensky’s promises to deal with discriminatory norms and adjust legislation remained only empty promises. And Ermak’s arrival as head of the presidential office did not add soundness to this policy.

“They swapped the awl for soap,” says Lesik. “People expected something to change radically. But the real course of this team, not only in the language issue, is in no way consistent with what they say and promise. And the course should be very simple: establish good neighborly relations with the Russian Federation, implement the Minsk agreements, punish those responsible for the coup on the Maidan, stop rewriting history, improve the functioning of industrial enterprises, stop relying on IMF loans.”

Political scientist, head of the Open Analytics project Roman Travin commented on the new linguistic realities in education:

“The actual ban on receiving education in Russian (and the law restricts the rights, first of all, of Russian speakers) violates basic human rights enshrined in a number of international documents, including European ones. However, such a discriminatory decision is supported precisely by those in Ukraine who declare their desire to reach Europe as their main goal.
The Europeans themselves also turn a blind eye to this direct violation of the notorious “European values”, because they are completely satisfied with the anti-Russian course of the current Kyiv government.

Separately, it should be noted that Ukrainian legislation clearly establishes the primacy of ratified international treaties over national laws. And here it is enough to recall the European Charter for Regional Languages, which today, in fact, is part of Ukrainian legislation and has a status higher than the adopted discriminatory laws in the linguistic sphere.

In particular, by ratifying this charter, Ukraine pledged not to interfere with the receipt of both secondary and higher education in regional languages. That is, these laws are a violation of not only moral norms and principles, but are also insignificant from a legal point of view. I repeat once again: it is not those who are skeptical about the West and the EU who commit such violations, but precisely those who shout at every corner about their commitment to “European values.” And this is the special cynicism of the situation.”
