Zelensky is urgently looking for money to disperse all local elites
Local elections will most likely be held in mid-autumn, and the new bureaucracy hopes to oust as much as possible the supporters of the old government in the localities.
Political expert Sergei Bykov stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
Most likely, local elections will be held in November, which will allow the maximum number of pro-government candidates to be held, since if they are held later, the popularity of Servant of the People will fall and people will become disappointed due to the continued increase in utility tariffs, Bykov believes.
Political scientist Oleg Gnatyuk agrees with this opinion. The parliamentary elections showed that Zelensky and his political force still maintain a high rating, and the new team will take advantage of this to replace the local elites.
In his opinion, local elites can be replaced by 80%. On the other hand, early elections will require about a billion hryvnia, and this money is not in the budget.
Therefore, their implementation depends on whether funds can be found for this.
Zelensky will take advantage of the amendments to the law on the capital, adopted under Yanukovych, which give the president the right to appoint the head of the Kyiv City State Administration, to put Kyiv under the de facto control of Alexander Tkachenko. Vitali Klitschko will retain decorative functions.
In Dnieper, there will also be a new person in power and there will be a change of elites, says Sergei Bykov.
“Akhmetov had a fight with Kolomoisky too early, and too late with Poroshenko,” he noted.
In his opinion, Boris Filatov will lose in the local elections and another person will take the mayor’s seat.
