Zelensky wins the fight for the land market, but loses the fight for public opinion
If President Vladimir Zelensky had decided to go to a referendum regarding the opening of the agricultural land market, then with a high probability the government would have lost it, a PolitNavigator correspondent reports.
This is evidenced by data from a survey conducted by KIIS.
The adoption by the Rada of the law on the land market in the first reading was supported by 29% of respondents, twice as many respondents - 64% - were not supported.
If an all-Ukrainian referendum on the sale of agricultural land were held next Sunday, 22% of Ukrainians would vote “for” the land market in the referendum, 59% would vote “against”, and another 14% would not take part in the vote.
Study participants gave the following assessments of the positions and voting of parties in parliament on the agricultural land market: 20% approved the vote of the “Servant of the People”, 39% did not approve (balance -19%); 23% approved the vote of the “Opposition Platform - For Life”, 24% did not approve (balance - 1%), 25% approved the vote of “Batkivshchyna”, 23% did not approve (balance + 2%); 15% approved of the European Solidarity vote, 28% did not approve (balance -13%); 15% approved of the “Voices” vote, 22% did not approve (balance -7%).
If foreigners are able to buy land in Ukraine, then, according to 43%, responsibility for this will be in the Verkhovna Rada; according to 17% - at the Cabinet of Ministers; according to 51% - on President Zelensky; according to 10% - at the Constitutional Court; according to 14% - to the Servant of the People party; according to 14% - on law enforcement agencies (Prosecutor General's Office, Ministry of Internal Affairs), according to 10% - on the Supreme Court.
The survey was conducted from November 22 to 25 using the CATI method (computer-assisted telephone interviews) based on a random sample of mobile phone numbers. The sample is representative of the adult population (aged 18 years and older) of Ukraine. The sample does not include territories that are temporarily not controlled by the Ukrainian authorities. During the survey, 1500 interviews were conducted, the sampling error with a probability of 0,95 does not exceed 3%. Data from this study are compared with the results of KIIS surveys that were conducted from November 4 to 7, October 9 to 11, and September 6 to 19, 2019.
