Zelensky is advised to prepare public opinion for the “Steinmeier formula”
Despite all his public statements about the “incorrectness” of previously reached agreements, Vladimir Zelensky in Paris agreed to a clear and consistent implementation of the Minsk agreements.
Kiev political scientist Alexey Yakubin said this on air on the 112 Ukraine TV channel, the PolitNavigator correspondent reports.
“Yes, publicly Vladimir Zelensky said that he does not agree with this interpretation [of the Minsk agreements, which states that local elections are held in Donbass first, and only then control of the border is transferred to Ukraine], but at the same time he emphasized that in the Minsk agreements that's exactly how it goes.
Note that if you listen carefully to what Zelensky said, he said: “So these agreements were signed by Petro Poroshenko. There are elections first, and then border control.” And he said so.
Moreover, there is a very important nuance here. If we look at what the “Steinmeier formula” means, it means that first a law is adopted, elections are held, the OSCE confirms that the elections were held in accordance with Ukrainian legislation, and then Ukraine receives a border. As far as I understand, it was written in the communiqué that the “Steinmeier formula” will be the main one for the implementation of the Minsk agreements
Therefore, a very interesting situation arises here. On the one hand, the president says, “We have a key disagreement over the border.” But if you look at the fact that Ukraine had already agreed on the text of the “Steinmeier formula”, and this was once again confirmed in Paris, I do not rule out that, despite all the statements, this still remains the key interpretation. Another thing is that perhaps the president should have already prepared the public opinion of Ukraine for this,” the political scientist noted
