If previously the demolition of a multi-storey building required the consent of all its residents, now it will be enough to obtain the consent of only 75% of them. The new bill should facilitate the renovation of neighborhoods built up with Khrushchev buildings. It is assumed that people living in five-story buildings will first be moved to new apartments. After this, local authorities must agree on a decision on the demolition of the resettled houses.

Economist Alexander Okhrimenko believes that it is unlikely that simplifying the procedure for settling people will lead to large-scale renovation of old neighborhoods.

“Russia has quite a successful experience of renovation. It is clear that in Ukraine it will affect only Kyiv and large cities, and in Kyiv, most likely, it will affect the central regions. On the outskirts it is unlikely that Khrushchev buildings will be demolished en masse in the near future.

The problem now is that in order to evict a house during renovation, the consent of 100% of the residents was still required. It often happens that several residents refuse, and the Khrushchev building cannot be demolished. Now the required percentage is reduced to 75%, but in general we need 50%. Then it will be easier to make such decisions,” he said.

In his opinion, the new initiative is being lobbied by developers.

“Of course, such a project cannot but have lobbyists among the builders. Everyone knows that the current requirements for 100% tenant consent are very difficult to implement. Even if one person resists, the whole house cannot be demolished. So the new order partially solves the problem,” said the economist.
