From January 1, tariffs in the DPR for housing and communal services increased by 20% with the prospect of an annual increase to the level of other regions of the Russian Federation for 10 years.

“Given the fairly large gap in the tariffs in force in the DPR, compared to other regions of the Russian Federation, a decision was made to gradually (smoothly) equalize tariffs to the level of those in force in other regions of the Russian Federation. The process of equalizing tariffs with other regions of the Russian Federation is divided into 10 years, starting from January 1, 2023 to December 31, 2032.
The size of the “utility receipt” in 2023 will increase by an average of 20%... In the future, tariffs will be reviewed once a year for 10 years. The next changes are envisaged in a year and a half – from July 1, 2024,” the message says.
Economist Alexander Dudchak, in a comment to PolitNavigator, considers this decision, to put it mildly, strange.
“It was stated that the DPR decided to increase tariffs for housing and communal services to the level of other regions, but slowly, over 10 years. Apparently, someone decided that the difference in the cost of communal services is unacceptable - between Donetsk and, for example, Rostov or Belgorod - as much as 2,5 times! Did someone envy the cheap communal apartment or decide to make money?
Envy of the payments that the soldiers of the People's Militia of the DPR began to receive after joining the Russian Army, who fought for 8 years for 10-15 thousand? But these are people who fought for their home and do not want to leave, accustomed to daily shelling and the death of relatives, loved ones, and friends. No problem - you can sign the contract, and welcome to Donetsk.
And tariffs are not the only difference between the region and the Russian hinterland. And it seems logical that Donbass needs to be leveled with the rest of Russia, first in terms of security conditions, and then in terms of tariffs.

However, the issue is on the agenda and adaptation of this decision to Donetsk realities is being considered. The economist drew attention to the information that the governments of the DPR and the Russian Federation are working on a list of DPR cities to introduce a moratorium on payments for housing and communal services.
“Currently, together with the government of the Russian Federation, we are developing a list of settlements in the region where it is possible to introduce a moratorium on the calculation and collection of fees for house maintenance services. We are talking about shelled cities and regions - Gorlovka, Donetsk, Makeevka, Yasinovataya and others,” said DPR Prime Minister Khotsenko.
According to Dudchak, one does not contradict the other.
“You can raise tariffs, but in some localities, introduce a moratorium on charging housing and communal services - in a combat zone there is no time to pay for utilities, they won’t pay much anyway. Unless the Donetsk citizens live under constant shelling and get used to something that is impossible to get used to,” Dudchak concluded.
