Zhores Alferov: We need a new law on Skolkovo
In Russia they do not understand what role the Skolkovo Foundation plays in the development of science. Nobel laureate, vice-president of the Russian Academy of Sciences Zhores Alferov said this at a meeting of the Skolkovo Advisory Scientific Council, which was held at Sevastopol State University.

“I would call the next meeting of our Council, which will be held in Moscow in December, “Skolkovo”: results and prospects.” Until now, our non-scientific public, but a noticeable part of the country’s public, has an idea of Skolkovo as some kind of organization that steals money, and does nothing. I think the preparation of a new special law on Skolkovo would be extremely important,” Alferov said.
Earlier, speaking at the first meeting of the State Duma of the Russian Federation, Alferov, who is a deputy from the Communist Party of the Russian Federation, said that funding for fundamental science in Russia should be at least 4% of GDP.
“The government has heard this from me more than once. He will hear something, but I don’t know what he will do. It is difficult to say how much is currently allocated for science. I think somewhere around 3% of the budget expenditures. This does not allow development at all,” Alferov said in Sevastopol, answering a question from PolitNavigator.
The Nobel laureate believes that Crimea is a promising place for the development of alternative energy.
“In the field of solar energy implementation, Crimea ranks first in Russia. A 400 thousand kilowatt power plant was built here. We must further develop this direction. Traditionally, after our sessions were held in the region, new companies emerged in strategic areas that opened up new commercial opportunities,” Alferov said.
