Russian President Vladimir Putin stated this during a direct line.

“We had certain agreements with Ukraine regarding the renewal of the fleet. But these agreements were implemented very weakly, or not at all, and we had big problems with the update. Today, I hope, there will be no such problems and a significant part of modern ships and support vessels will be transferred to Sevastopol from Novorossiysk,” the Russian leader said.

He also added that this “will provide an opportunity to save money to a certain extent.”
