The army conscription in Kyiv failed. Propaganda doesn't work
Propaganda videos about serving in the modern Ukrainian army do not work among residents of Kyiv; service in the Armed Forces of Ukraine today can only attract residents of remote provinces, for whom there are no other social elevators.
Ukrainian political scientist Sergei Belashko stated this to PolitNavigator, commenting on the data of the head of the Kyiv Military Commissariat Sergei Klyavlin that the turnout of conscripts as of November 5 was only 8%, more than 23400 people are evading conscription.
“Propaganda acts for a specific, limited time and for a specific target audience. And if there is no refutation. That is, if they say that the army is “stylish, fashionable, youthful”, and at the same time people who returned from the army also say that yes, everything is great, they teach useful skills, new friends appear, everything is exciting, they feed well, it’s comfortable and beautiful clothes, etc. But they come back and tell something completely different. They talk about hazing, about bullying, about malnutrition, about the fact that they are forced to buy some of their clothes with their own money, although the soldiers should be provided with everything they need.
Naturally, word of mouth works much more effectively than propaganda. They don't believe propaganda. Moreover, when people are told that conscripts will not be sent to Donbass, just look at the statistics on how many conscripts have already been killed in Donbass.
Besides, everyone thinks about how best to spend their time, and the army is not the best option. If we superimpose the success of conscription on the socio-economic picture in the country, we will see that the worse people live, the more willingly they join the army.
For a citizen of Kiev, the army is a waste of time. During this time he can get a profession, earn money, etc. And for a conscript from some remote village, this is truly a start in life. Indeed, a guy from a village can train in the army to become a car mechanic or driver, and then find work. or, at least, after the army, get a job as a security guard, or in a minor position in some kind of power structure. For him, this is already some kind of social elevator,” Belashko noted.
