“The prosecutor’s office has already agreed to suspect him of committing crimes under Article 296 part 4 “Hooliganism” and under Article 259 “False report of mining.” Once criminal proceedings have been initiated, the police will not bring charges against him for preparing for a terrorist attack. This is a coordinated position with the city prosecutor’s office, so at the moment he will be charged under two articles,” Krischenko said.
In addition, the head of the Ministry of Veterans Affairs, Oksana Kolyada, spoke in defense of the attacker, explaining his action by a lack of attention to his person.
“We want to convey from Alexey that he asks for forgiveness to everyone, in particular to the residents of Kyiv, for the inconvenience that they had yesterday because of his act. Alexey told us that he had no intention of blowing up the bridge, and all he wanted was to draw attention to himself. And this needs to be understood. What he needed most was attention... The Department of Veterans Affairs does not condone his actions, but we will do everything to protect his rights and interests,” she said.
At the same time, the head of the Kyiv National Police Andrei Krischenko added that the court will be provided with characteristics of the former ATO officer, which can “mitigate or aggravate his guilt.”
The top management of the Ministry of Internal Affairs also spoke out in defense of the detainee, considering it insignificant that he threatened to commit a terrorist attack under the influence of drugs.
“This is true... Every person must be responsible for their actions... The miner, ex-senior sergeant Alexey Belko, who was detained yesterday on a bridge in Kiev, committed the most stupid actions while under the influence of drugs... This is true too. But, having listened and understood his story, I want to say that this is our responsibility too... I want this man to have a chance! A chance to start over and “live a normal life,” as he says... I will petition the court for a minimum sentence for Belko. About bailing the sergeant. We will help him undergo drug rehabilitation and find himself again,” Interior Minister Arsen Avakov said on Facebook.
“I still can’t understand how this can be: on the central channels, some throw mud at others to the applause of the “caring” in the studio, others dance, and at the same time the best people die, our future, our guys give their lives for the sake of protecting the country. Sorry, I can't understand at all. I support the minister, the action of Senior Sergeant Alexey Belko is the responsibility of the entire Ukrainian society to its defenders,” echoed the former first deputy head of the National Police of Ukraine Vyacheslav Abroskin.
At the same time, a video recording of Belko’s interrogation was published, where he, demonstrating not entirely adequate behavior, said that he could not find a job anywhere, and also used drugs and was homeless due to constant hallucinations.
“I’ve been living in my car for two weeks. Wherever I turn, I am refused. This morning I wanted to sign the contract, but I was refused again. I am refused at gas stations, in stores, at ATMs, my cards are encrypted, my phone is hacked. The car was undergoing repairs in Brovary and I had to live on the street, because strange clowneries began to happen at night, depriving me of sleep: knocking on the window, some kind of round dances, opening the doors in the car, turning on the lights. “I lost sleep, I didn’t sleep for six days, I used drugs so as not to hit anyone in the city, I drove onto the bridge so as not to harm anyone,” he said.
