A series of resignations of the heads of Crimean cities, often accompanied by claims from law enforcement agencies, is a consequence of the personnel shortage that arose as a result of the departure of the anti-Russian “elite” to Ukraine after 2014.

This was stated by the head of the State Council of Crimea, Vladimir Konstantinov, in an interview with the Crimean Izvestia newspaper, answering a question about a series of resignations in the leadership of the municipalities of Feodosia, Evpatoria, Belogorsk and Saki.

“2014 was a watershed year. About 5 thousand people left us who did not accept the referendum. And these were not ordinary people, but specialists in various fields, sometimes very high, unique ones. The political elite, which by that time had gained experience, knew how the government system works, lived their lives here, also left. They all moved out. And 90% of new people came to the steering wheel. They are Crimeans, but new, without the necessary knowledge. We have a colossal personnel shortage. Our searches often come to a dead end. Who are we looking for? Preferably a Crimean. Why? We have nothing bad to say about mainland managers, but Crimea has its own specifics. You need to know her. It will take years until you understand it. We don't have those years. If you don’t know where the Razdolnensky district is and how it differs from the Dzhankoysky district, good luck, your work will be much more difficult. But problems must be solved today and even yesterday,” Konstantinov explained, a PolitNavigator correspondent reports.

The speaker said that relying on business people does not work - they are losing out to the old Soviet personnel.

“Who are the leaders? Mostly people from the Soviet era. This personnel reserve is exhausting itself, which is natural. We put people who formed in the 2000s, the new generation, at the middle level. The question is - what kind of school did they go to? Our generation, yes, grew up in a period of developed industry, economy and political system. There were elevators - first a person was taken to production, then transferred to party work, then again to production, then to a higher level party job. And it was an amazing hardening. By the time a candidate became the general director of a large plant, he had already been an instructor at the district and city committees several times, and knew very well local government, how everything was organized, and at the same time production. These were very educated, organic specialists with a capital “S”. I still admire them.

But the market economy has created narrow specialization and narrow directors. Look at our staffing failures when we take people out of business. It would seem that the nominee has gone through all the steps, from the plow. And he has a narrow direction. He knows one segment. Step to the side - it floats. He begins to apply a strategy that brought him success in business, but in public relations it does not work. And these risks turned out to be no less than if we took on a person who had no base at all. This is the most serious problem,” Konstantinov complains.
