The Kyiv authorities are completely unable to find priorities for the distribution of the budget, which seriously affects, first of all, the defense industry.
Ukrainian military expert Taras Chmut spoke about this on the Skrypin Internet channel, a PolitNavigator correspondent reports.
“There are huge problems with this in Odessa, there is very little space (for the Ukrainian fleet - ed.), we have Odessa and Ochakov, we also have ideas for the South. In Berdyansk, work has already begun on the construction of a naval base, but this is a big injection of money and these are serious infrastructure projects.
And I would like to remind you that in 2020, the Naval Command still does not have its own headquarters. And this is an excellent indicator of the attitude of the state to the fleet,” Chmut complained.
“You need to understand that at the beginning of the year some amounts are pledged, and at the end of the year there may be completely different amounts. Plus, it is possible to transfer between certain articles at certain intervals within the framework of some programs. The big problem here is that we do not know how to plan and distribute the money that we have.
What the Ministry of Defense is doing now, in general, the security unit, we take everything that we have and lay out a little bit for everyone. That is, we spread oil over a large sandwich, instead of accumulating it in some priority areas.
As a result, we have 10 armored personnel carriers a year, 10 tanks a year, two repaired aircraft, and something else, but in fact there are problems in all sectors and areas, and these problems do not disappear,” the Ukrainian expert admitted.
