“In fact, everyone understands perfectly well that there are Russian regular troops there,” says Klimkin. – We know this from our intelligence data. And our partners and allies know this too. But in fact, when the OSCE SMM is in Donbass - Russian troops are not there in Russian uniforms and with their weapons - therefore the SMM formally does not actually see Russian troops there, and this is what Zannier meant... but what There are Russian troops there, they are usually in disguise, they direct the actions in the Donbass, ranging from small operations to the fact that actually all militaristic leadership is carried out from Rostov and Moscow, and we know this very well.”
