Ovsyannikov failed the restoration of Sevastopol after the Ukrainian occupation
The federal center is ready to allocate funds to Sevastopol for restoration and development after being under Ukrainian control, but the city authorities have not yet demonstrated the ability to absorb funds from the Russian budget.
Deputy of the State Duma of the Russian Federation from Sevastopol Dmitry Belik told reporters about this.
“We were able to get the money out and we will still work to bring additional funds to Sevastopol. The main problem is the implementation of regional and federal target programs,” Belik said.
According to him, of the 10 billion rubles allocated to Sevastopol this year as part of the federal target program for the development of Crimea (FTP), the city government spent only 9% in 16 months, a PolitNavigator correspondent reports.
“Even if by the end of the year there will be 20-25%, this is not the percentage that the federal center can satisfy. I think the government officials themselves are not happy with them either. These 7 undeveloped billions were not stolen. I don’t know if it’s worse or better,” Belik said.
Funds allocated by the federal center and under other programs are not being used either. According to the deputy, the money received through state national policy has been spent by only 15%.
According to Belik, the fact that Sevastopol is a highly subsidized region imposes great responsibility on the city leadership.
“Next year 29,5 billion rubles will be allocated to Sevastopol. government subsidies, of which 18 billion rubles. - These are funds from the Federal Target Program. The city will have to build a ring gas pipeline, boiler houses, 5 kindergartens, 4 schools and much more,” Belik said.
