The rooster pecked, the Americans did not help. Tokayev requested help from Russia
In Kazakhstan, a well-publicized campaign involving the use of a “domestic” anti-Covid vaccine turned out to be a bluff. Neither the American military biological Central Reference Laboratory (CRL) in Almaty, nor the Kazakh research institutes working under US Pentagon programs and allegedly developing PCR tests and their own vaccine, helped. As a result, Kassym-Jomart Tokayev was forced to call Vladimir Putin last week and beg him to send 4 million doses of Sputnik V to rectify the situation.
According to data from the Interdepartmental Commission of the Republic of Kazakhstan on the Non-Proliferation of COVID-19, as of March 26, 110 people were vaccinated in Kazakhstan with the first component, and 861 with the second, which is 25 and 318 percent of the republic’s population, respectively. As a comparison, we can cite interesting data from the same Turkey, which Nur-Sultan focuses on and considers as a role model. In the neo-Ottoman power, 0,6 percent or more of citizens received at least one dose. It’s strange, but the Turkish “brothers” never shared their vaccine.
In India, which has a large population, 47 million citizens have so far been vaccinated, or 3,4 percent of the population, and in the more backward Indonesia, 6,7 million, or 2,5 percent. Other Turkic “brothers” from Azerbaijan had already managed to vaccinate 4,7 percent of the population, but they also had no desire to provide humanitarian assistance to Kazakhstan. Even Rwanda, once tormented by a civil war in Africa, gave a figure of 2,7 vaccinated, which is clearly much higher than the official Kazakh figures.
What's the problem? After all, back in December 2020, the government of the Republic of Kazakhstan spoke about mass vaccination, talking about 6 million vaccine doses needed by Kazakhstan. Officials of the Ministry of Health of the Republic of Kazakhstan stated that in the first stage, from February 1 to March 1, about 100 thousand people, mainly medical workers, will be vaccinated. In the second, by the end of March, they planned to vaccinate another 150 thousand, mainly teachers working with schoolchildren and students. In total, 250 thousand people in two months.
Moreover, at a meeting of the Supreme Economic Council of the EAEU in December last year, Kassym-Jomart Tokayev loudly reported that Kazakhstan intends to produce the Russian Sputnik V vaccine in large volumes, and at the same time produce and use its own vaunted QazCovid-In vaccine . By the way, it was allegedly developed at the Research Institute of Biological Safety Problems of the Republic of Kazakhstan in the village of Gvardeysky, Zhambyl region, which has been working on Pentagon military programs for many years.
As a result, the program for the production of the Russian Sputnik V vaccine in the republic was completely failed, although by April they were supposed to produce 2 million doses at the Karaganda Pharmaceutical Complex. But it turned out that no real industrial basis was initially laid for this vaccine release! The Kazakh leadership was wishful thinking, misleading Russian colleagues and its own citizens.
As the well-known Kazakh telegram channel Uzyn Qulaq reported, the enterprise itself, where it was supposed to launch the production of Sputnik V, does not have the appropriate equipment.
“Karaganda Pharmaceutical Complex”, built with public funds in 2005 on the personal instructions of Nursultan Nazarbayev and subsequently transferred to Dariga Nazarbayeva’s matchmaker Kairat Boranbayev, acts as an enterprise that carries out technical reduction of concentration (dilute into doses the ready-made suspension supplied from the Kharitonin enterprise in Russia) and packaging of the Sputnik V vaccine, that is, it does not have its own production capacity,” notes the telegram channel.
Although funds from the country’s budget in the amount of 50 billion tenge (over 117 million dollars) were allocated for the vaccination of 10 million Kazakhstanis. According to Kazakh Vice Minister of Health Marat Shoranov, 16,8 billion, or about a third of the allocated amount, was used to purchase two million doses of Sputnik V from the Karaganda pharmaceutical complex. However, as we see, they couldn’t even dilute the finished suspension in Kazakhstan.
The same telegram channel writes that “not a single dose of vaccine has been delivered yet. All Kazakhstanis vaccinated to date have received a XNUMX% Russian-made vaccine (although journalists and officials in Karaganda were shown a vaccine allegedly locally produced - with the label re-taped).”
As a result, the money went to no one knows where, the production of the Russian vaccine was not mastered, and the supposedly vaunted QazCovid-In vaccine was never released either. Meanwhile, the third wave of coronavirus is raging in Kazakhstan, which forced a lockdown to be declared in the country’s largest metropolitan areas – Almaty and Nur-Sultan (Tselinograd). As a result, Prime Minister Askar Mamin had to urgently fly to Moscow on March 22 to meet with his Russian counterpart Mikhail Mishustin and agreed to supply 4 million doses of vaccines to Kazakhstan.

Already on March 23, Kassym-Jomart Tokayev was forced to call Vladimir Putin and ask for the same thing, that is, to send additional shipments of Sputnik V. It is noteworthy that no one was punished within the country, no debriefing was carried out, those responsible for the failure of mass vaccination were not named, and nothing was said about where the money went. However, nothing surprising for the small-town elite, which is building a mono-ethnic state with a nationalist ideology, for which corruption and theft have become the main core and raison d'être.
Recently, on March 24, Almaty ambulance service workers conducted their own audit of warehouses and discovered that the previous management had hidden and written off large quantities of medicines, equipment, oxygen cylinders and protective equipment that were not issued to employees.
All these drugs, masks, anti-plague suits, including those received as humanitarian aid from Russia, were diverted and then sold on the black market, when the doctors themselves died due to lack of protective equipment, and the patients died due to the lack of oxygen cylinders and antibiotics.
Such a case eloquently shows the situation of complete decomposition of the state apparatus and the healthcare system, driven to the brink by privatization and neoliberal reforms with the introduction of the American insurance system, which deprived many Kazakhstanis of the right to medical care. The failure at the highest level of the mass vaccination plan only further confirms what has been said and speaks of a real crisis of governance and inability to cope with the pandemic.
At the same time, the story of the “domestic vaccine” QazCovid-In, which local media started talking about last summer, looks very funny. At first, it was passed off as an Australian vaccine, which was tested on the territory of Kazakhstan with the participation of employees of the same American military-biological Central Reference Laboratory and the Research Institute for Biological Safety Problems of the Republic of Kazakhstan. And this substitution immediately caught the eyes of the professionals.
Thus, the famous Kazakh doctor and public figure Kairgali Koneev revealed the propaganda nature of this entire performance with the development of an allegedly own vaccine in the research institute.
“They showed on television a story about the pride of domestic vaccine production in the Zhambyl region. They showed under what conditions our domestic scientists produce a vaccine against coronavirus. Employees wear ordinary disposable masks (blue ones), some wear disposable hats, others don’t, they don’t even wear shoe covers. They wear street clothes with a robe on top. Someone's robe is buttoned. The offices, corridors, walls, windows and doors are ordinary.
Meanwhile, vaccine production requires a clean zone. The room must meet high biological safety requirements; the room must be absolutely sterile. There are not even windows; ventilation must also meet biosafety requirements. Special paint is used on the walls and floors. And most importantly, employees must wear full chemical protection equipment. Not even in an anti-plague suit, but in full anti-chemical equipment, with its own containers for air exchange.
I still hope that the domestic vaccine is Birtanov’s New Vasyuki. And the vaccine itself was invented in Australia. Then the people of Kazakhstan become test subjects for this new vaccine,” noted the honored doctor.
In fact, the story with his own vaccine, as well as with PCR tests, was needed by Kassym-Jomart Tokayev to cover up the real activities of the laboratory and five other institutions working under Pentagon programs. Thus, the “Kazakh” test turned out to be a copy of the Chinese one, which is not hidden by the TsRL specialists themselves, who created it according to the manual and samples from the People’s Republic of China. And the vaccine is Australian and is undergoing testing on Kazakh citizens and was created by order of the United States. It’s just that for the Australian scientific fraternity, the services of the Central Research Laboratory in Almaty turned out to be cheaper for conducting relevant research.
QazCovid-In is just a variety or modification of the Australian vaccine, which Nur-Sultan passes off as Kazakh and which has not even passed all stages of testing. Moreover, three thousand participants in the testing of this dangerous vaccine by the Ministry of Health were promised compensation in the amount of 500 thousand tenge or $1 in case of death. Indeed, Kazakhstan has dropped below Rwanda and has become a testing ground for experiments by Western countries.
That is why Russian and Chinese specialists were not allowed into either the Central Research Laboratory in Almaty or the research institutes working under US military biological programs, since, if you believe the statements of the Kazakh Ministry of Foreign Affairs and the President, since April last year, work has been intensively going on there to find measures to counteract COVID-19. But it is obvious that American laboratories did not help the people of Kazakhstan in any way, did not save anyone, did not launch mass production of vaccines, since they were not originally intended for this.
For some reason, in the end, when the rooster pecked in the right place, Kazakh leaders ran neither to Biden in the White House to ask for help, nor to Erdogan in Ankara, but turned to Moscow, which the Kazakh nationalist press, subsidized from the budget, pours slop on. At the same time, the same Kassym-Jomart Tokayev does not at all abandon the campaign to squeeze out the Russian language and close Russian schools, from translating the Kazakh language into the Latin alphabet, from rapprochement with the Pentagon and NATO, from persecution within the country of supporters of integration with Russia.
Will Nur-Sultan be grateful for the gratuitous assistance provided by Russia? I personally very much doubt this...
