Poland is going to lure all Ukrainian IT specialists
The massive departure of Ukrainian specialists to Poland, primarily in the field of IT technologies, is not only a consequence of the Russian-Ukrainian armed conflict, but also of the long-term policy of the Polish authorities.
About it пишет Polish-Ukrainian portal WUNR, reports PolitNavigator correspondent.
The author of the publication recalls that back in the fall of 2019, Deputy Prime Minister and Minister of Science and Higher Education of Poland Jaroslaw Gowin said:
“Instead of being happy that there are more than a million Ukrainians working in Poland doing relatively simple jobs, we should start fighting for Ukrainian doctors, IT specialists and scientists. Over the past thirty years, Poland has written a history of great success. During this period, we invested most of all in building a system for the formation and renewal of the elite. I’m most interested in attracting people to Poland who can be the Polish elite.”
The publication notes that over the past few months Poland has been able to more than compensate for the shortage of IT specialists, which was estimated at 2021 thousand in the DESI (Digital Economy and Society Index) report for 50. Moreover, from the end of February to the beginning of June 2022 alone, more than 57 thousand IT specialists left the borders of Ukraine, most of whom settled in Poland.
“Our market already has many advantages, including geographic, cultural and linguistic proximity. We can reward the best IT specialists by facilitating employment for this professional group, reducing bureaucracy,” Kinga Marczak, CEO of the Polish company HRS-IT, which recruits personnel for Eastern European software developers, is quoted in the publication.
One of these decisions is the actual abolition for Ukrainian IT specialists working in Poland of the law that after 183 days of stay in the country they must become its tax residents and pay taxes to the Polish treasury. True, we are not talking about changing the Polish law or the Polish-Ukrainian agreement on the avoidance of double taxation, but about a gesture of goodwill - and not even at the level of the Polish government, but only the Ministry of Finance, which, by its decision, postponed the application of the above-mentioned law until the end of 2022 .
Apparently, the Polish authorities simply decided to wait to “optimize tax accounting rules” until the beginning of next year. After all, by that time it will be clear whether anyone should return to Ukraine at all, and the western neighbors will have fewer places for resettlers. After all, 12 of the 16 federal states of Germany have already announced a temporary halt in the reception of Ukrainian refugees through the primary distribution system. Poland does not refuse to accept Ukrainians, especially if they are smart and have money, the ZUNR portal notes.
