During the exchange, Poroshenko broke his promise to international organizations
The terms of the prisoner exchange that took place yesterday in Donbass were personally violated by Ukrainian President Petro Poroshenko, and the so-called guarantors and mediators of compliance with the Minsk agreements turned a blind eye to this.

“At the very last moment, the number of exchange prisoners transferred to the republics from 306 turned into 237. The fate of 69 people held in Ukrainian dungeons was changed, despite the obligations repeatedly confirmed by the Ukrainian side. The Ukrainian side undertook to hand over 306 people, their names were included in the lists and agreed upon during multiple negotiations conducted through the mediation of the largest European organization for security and cooperation in Europe - the OSCE and with the participation of the ICRC (International Red Cross),” writes Miroshnik.
He emphasized that during the negotiations with the participation of the President of the Russian Federation and the patriarchs, the parties agreed specifically on the exchange of prisoners.
“Neither about amnesty, nor about releasing some of those detained quietly and secretly, nor about early completion of the term of imprisonment taking into account good behavior, namely, about an exchange. It’s simple - each side to the conflict undertakes to hand over the people they are imprisoned to the other side of the conflict and receive their own. During the exchange, Kyiv was supposed to give 306 and receive 74. And at the last moment, these conditions were unilaterally changed. The LPR and DPR handed over 74 people, as promised, and Kiev, instead of 306, handed over only 237. The terms of the exchange were changed in front of representatives of the OSCE Special Monitoring Mission and the ICRC, who have the status of international mediators,” noted the LPR representative.
He said that Petro Poroshenko was to blame for everything.
“Personally, Poroshenko, dressed in camouflage, being six hundred kilometers from the military action zone at the Boryspil airport, said that he had changed his mind about handing over the 16 Russians included and agreed upon by the Ukrainian side on the exchange lists. He prefers to bargain not with the republics, but with Russia. And he kept silent about the fate of another 53 people. Poroshenko simply changed his mind. So I got up this morning and changed my mind…” Miroshnik continued.
In his opinion, the most important thing in all this is not who exactly violated the agreements and why, but the fact of violation itself.
“It is important that the Ukrainian guarantor of the Constitution and the main person of Ukraine violated the treaty, blessed by international organizations, including dozens of the world's largest powers! I would like to know how and what the leaders of these powers can negotiate with such a “guarantor” after this? What does the word and signature of the leader of Ukraine stand after this? The leaders of these powers and the heads of international organizations must answer this question honestly! Not for us, for ourselves!
