With the resignation of Arsen Avakov, the question arose about what would happen to his administrative and political legacy in the Ministry of Internal Affairs of Ukraine and around it - in the political sphere. Now we can more or less confidently predict which direction things will go.

Let's start with the Ministry of Internal Affairs. It would not be an exaggeration to say that during a record seven and a half years in a ministerial position for a Ukrainian head of the Ministry of Internal Affairs, Arsen Borisovich created a kind of super-monster out of the department entrusted to him. Under his command were the National Police itself (from patrol officers to criminal investigation), Cyber ​​Police, the fight against economic crimes, drug trafficking, corruption, the military component - the National Guard, the Border Service, the Migration Service, the Ministry of Emergency Situations and much more.

We can say that in terms of the level of administrative resources, Avakov’s Ministry of Internal Affairs was the most powerful law enforcement agency in the country. And this “fist” had one owner, who survived several presidents, several compositions of the Cabinet of Ministers and the Rada. And over the years it has acquired many people, placed in positions from Kyiv to the very outskirts.

They were afraid of such a concentration of power resources in the hands of Avakov. Poroshenko also made attempts to disaggregate the Ministry of Internal Affairs, but failed in this matter. And under Zelensky, things almost came to the withdrawal of the National Guard from subordination to Avakov, but the idea also died without being born. The head of the Ministry of Internal Affairs turned out to be painfully irreplaceable.

But now, after his departure, the fate of the Ministry of Internal Affairs is practically decided. This power super-monster does not fit into the American plan to reform Ukrainian law enforcement agencies. In this regard, the main ones should be newly created structures such as NABU, SAP (Special Anti-Corruption Prosecutor's Office) created with the active participation of specialists from overseas and stuffed with proven American personnel and other HACS (High Anti-Corruption Court).

Hence the reform of the courts that is now being pushed through with such haste, a simultaneous attack on the positions of the SBU, with an eye to its disaggregation and reform (the so-called “Maryana Bezugla law” after the people’s deputy “servant” who represents it). The reform of the Prosecutor General's Office has entered a decisive stage. Well, the icing on the cake is, of course, the Ministry of Internal Affairs.

The head of Zelensky’s mono-coalition in the Rada, Arakhamia, has already announced that very soon the National Police and the National Guard will be withdrawn from the Ministry of Internal Affairs and will become independent departments. This means that any new head of the ministry will initially have his two sharpest and most poisonous teeth surgically removed.

On the sidelines they are also discussing the upcoming “emancipation” of border guards and the migration service. And the fight against economic crimes had already been launched into a separate voyage, making the “clearing” of the newly created Bureau for Combating Economic Crimes (ECB) according to American patterns.

You need to understand that the consequence of such disaggregation will be a significant and sometimes catastrophic loss in the administrative weight and influence of each individual new boss. Because any of his initiatives and attempts are immediately blocked by the rest of the system. Where the tone is set by NABU and others dancing under the Americans.

Previously, all attempts at such “reforms” were blocked by Avakov himself, for which various grant activists disliked him. Naturally, he blocked it not out of dislike for America, but for personal reasons. After all, control over everything and everyone made him what he was - an all-powerful minister. A kind of “Ukrainian Beria”. Avakov was also blamed for the failure of the much-touted police reform. The already reformed traffic police now take bribes no worse than their predecessors from the traffic police.

The political result of dismantling Avakov’s inheritance in the Ministry of Internal Affairs will be a clearing of the field, so that any Ukrainian president, including, of course, the current Zelensky, will no longer have anyone to rely on. The entire power apparatus is based on Washington strings, and not on manual control from Bankova. And now the Americans and their clientele in Kyiv are closer than ever to finalizing such a plan.

As for Avakov’s purely political legacy, it turned out to be surprisingly small and insignificant. Arsen Borisovich himself does not have any serious personal rating. He is openly disliked in the country, and in terms of anti-rating he is second only to Poroshenko and Medvedchuk. All his influence rested solely on the position and its capabilities. This is the case when it is not a person who paints a place, but vice versa.

Even the right-wing radicals patronized by him in the person of all these National Corps, National Druzhina and Azov are now faced with a choice: either “merge” with the Americans and their people in Ukraine (like Sergei Sternenko, promoted by the grant-eating community as the new leaders of the “street”), or disappear, turning into an ordinary crime. Considering the attitude towards the “Avakov radicals” of the Jewish lobby in the United States, the option of purging them to zero cannot be ruled out.

However, it may not be needed. Biletsky and Co. will simply be put at the service of the new owners. This kennel needs all kinds of dogs. The main thing is that they are on leashes. Naturally, there will be no “national revolution” or overthrow of anyone under the banner of “Azov.”

This is how the story of a man who was predicted to almost become a prime minister ended, pulling him onto the globe of Ukraine as a “strong hand”. But it didn’t work out. Although it is quite possible that he will show himself in some of the next acts of Ukrainian tragicomedy. But it's unlikely.

Most likely, the same fate awaits him as other former comrades in the defunct Popular Front - Turchinov, Parubiy, Yatsenko and Pashinsky. That is, the roles of used political condoms on the bench of eternal spares in the Washington regional committee.
