The Sevastopol government abandoned the idea of building a shopping center with a multi-level parking lot in the very center of the city near the headquarters of the Black Sea Fleet. The investor will be offered another site for the implementation of the project, a PolitNavigator correspondent reports.
“Taking into account the public discussion that unfolded in the city after this project was announced as part of the special economic zone project, taking into account the position of the Black Sea Fleet, taking into account the position of some deputies of the Legislative Assembly, I decided to refuse to implement this project,” — said the governor of Sevastopol Mikhail Razvozhaev.
The project initially caused protests from the public and deputies. On a plot of 12 thousand square meters, the company “Specialized developer “More.Center”, in the regime of a free economic zone with special taxation and benefits, planned to build a multi-level parking with elements of a shopping and entertainment center.
The layouts and visualizations of the project clearly show that we are talking about the construction of a shopping center for the subsequent rental of space, where the ground floor will be occupied by parking. Sevastopol does not experience a shortage of retail space, but there is indeed a shortage of parking spaces.
This is how Governor Razvozhaev initially explained the permission to develop the project.
The Black Sea Fleet headquarters opposed it, where this project caused confusion. The Sevastopol prosecutor's office indicated that the type of permitted use of the land plot does not allow the construction of a shopping center, therefore the agreement with the investor was concluded in violation of the law. What the prosecutor's office submitted to the government of Sevastopol.
