Sevastopol is threatened by epidemics due to the negligence of Ovsyannikov’s subordinates

The Moscow Arbitration Court declared OFK Bank bankrupt, to whose account the government of Sevastopol, headed by Governor Dmitry Ovsyannikov, transferred more than two billion rubles. As a result, the city risks being left without treatment facilities, the construction of which was carried out within the framework of the Federal Target Program, a PolitNavigator correspondent reports.

The money transferred by the government of Sevastopol is stuck in the “third stage” of repayment, which actually calls into question their return. In a comment to PolitNavigator, Sevastopol businessman and politician Oleg Nikolaev called the situation “criminal negligence” on the part of government officials and the governor personally.

“In Sevastopol, due to the fact that there are no treatment facilities, an epidemic of enterovirus begins every year. And our government, for some reason, bypassed treasury regulation and sent two billion rubles to OFK Bank, thereby violating the law.

I think this is disgraceful. As far as I know, the person who signed the additional agreement that made this possible has already been detained, but we are still not happy about it. People, of course, can be put in prison, punished in some way, but this will not result in any clearing, and we have already missed all the deadlines.

This is, at a minimum, negligence. As a person and as a citizen, I see this as criminal negligence. Surely, this could not pass by our governor,” Nikolaev said.

Let us remind you that within the framework of the Federal Target Program for the development of Crimea and Sevastopol, the city received 6,8 billion rubles for the construction of wastewater treatment plants in Balaklava. The enterprise JSC Biotechprogress, which won the competition for the construction of the facility, provided a bank guarantee from OFK Bank in the amount of 2,055 billion rubles, which was paid by the government of Sevastopol as an advance in December last year.

The day before, Prime Minister Dmitry Medvedev, who visited Sevastopol, noted the extremely low level of utilization of funds allocated by Russia for the restoration and development of Sevastopol after being part of Ukraine.

Minister of Economic Development of the Russian Federation Maxim Oreshkin emphasized that the cash execution of federal target program objects in Sevastopol is at a low level

“A low percentage was recorded in Sevastopol - only 5% of the funds provided for 2018. On the one hand, there are proposals to expand the current program, and on the other, those facilities that exist often face problems in their implementation,” the minister said.
