Now we must very carefully, together with our European and American experts, open a new round of negotiations - how to implement the Minsk agreements, how to ensure that Ukraine is a neutral state militarily, at a minimum, how to ensure that normal diplomatic relations are restored and “All channels of communication have been established that would not lead us to a situation of a big war,” Chesnakov said.
