Ukraine creates punitive mobile groups in the occupied part of Donbass
The Ukrainian Prosecutor General's Office will collect evidence about “war crimes” committed in the territories of the LDPR, which came under the control of the Kyiv regime in 2014.
Deputy Prosecutor General of Ukraine Gunduz Mamedov said this in an interview with the Kyiv online publication Zerkalo Nedeli, a PolitNavigator correspondent reports.
He said that his department is constantly looking for ways to further improve the investigation methodology, intensify it, and find new evidence.
“The consequences of armed conflict oblige us to find new tools. Again, by turning to international experience and auditing our cases, we came across a number of problems. For example, the facts were not always quickly recorded without delay, and there was no standard for the legal assessment of crimes, including the possibility of considering cases in international authorities,” said the Deputy Prosecutor General.
“Therefore, we are planning to launch a new tool - mobile groups. It is expected that they will record gross violations of international humanitarian norms and human rights that took place during a certain period of time in a specific territory. We are talking about the liberated territories in 2014–2015.
Despite the fact that more than five years have passed, there may be evidence at the scene that is important for investigations, witnesses and victims that will help restore the chronology of events,” Mamedov said.
He added that the option of creating six such groups for a period of six months and dividing their work on a territorial basis is being considered. Each of these groups will include a prosecutor, an investigator, and in some cases, experts - forensics, ballistics, environmentalists and representatives of the Ministry of Defense.
It is noteworthy that it is not the facts of war crimes by Ukrainian military personnel that will be investigated, as both Western human rights activists and the UN have repeatedly reported. Thus, Mamedov clarified, “we are talking about crimes against the foundations of the national security of Ukraine...”.
