Ukrainian tariffs for housing and communal services are neither low nor high, but just adequate, and therefore the population needs to pay for them.

Sergei Fursa, a specialist in the sales department of debt securities of the Ukrainian investment company Dragon Capital, stated this in a commentary to the Kiev magazine “New Time”, answering the question of what he thinks about utility tariffs in the midst of cold weather and whether he considers them justified.
“Tariffs in Ukraine are neither high nor low. They are adequate,” says Fursa. – We may not like the amount we pay, but it doesn’t all depend on our desire. Unfortunately, diamonds and utilities are expensive all over the world. We can only refuse diamonds, but we have to pay utilities. And everyone all over the world pays. They pay the right price. Now we pay it too. And the longer we pay it, the greater the chance that we will have enough money for diamonds.”
