The government of Sevastopol allowed a company with false documents to design children's facilities
The “Capital Construction Directorate”, established by the government of Sevastopol, accepted forged documents from a commercial structure and, on their basis, concluded a contract worth more than 74 million rubles.

“Based on the results of consideration of the materials of the prosecutor’s inspection, the inquiry body opened a criminal case under Part 3 of Art. 327 of the Criminal Code of the Russian Federation (use of a knowingly forged document). The progress and results of the criminal investigation are under the control of the prosecutor’s office,” the statement says.
Forged documents were provided to participate in a competition for the design of facilities at the Laspi children's health center on the southern coast of Crimea, a PolitNavigator correspondent reports.
It should be noted that this is not the first time that the “Capital Construction Directorate” has attracted the attention of law enforcement officers. Thus, in July, the prosecutor's office of the Gagarinsky district revealed that the directorate, when evaluating applications from government procurement participants, unlawfully gave preference to organizations that offered the maximum contract price.
The violations concerned 4 social facilities: two kindergartens, a clinic and a swimming pool. If the law is observed and the winner of the auction is chosen legally, the savings for the budget would amount to more than 25 million rubles.
In addition, the directorate committed violations when determining the winner of the competition for the reconstruction of Victory Park, an object of the Federal Target Program (FTP) for the development of Crimea and Sevastopol. Glassock Crimea LLC, which received a government order for this work, was incorrectly awarded points for the experience of the contractor.
This year, Glassok Crimea LLC found itself at the center of a major scandal. His accounts were arrested for tax evasion on a particularly large scale - almost 105 million rubles. According to local media, the owner of the company, Alexander Pozharsky, was put on the international wanted list eight years ago. He is suspected of tax evasion and smuggling in the amount of 33 euros.
Due to problems with the contractor, work in Victory Park, for which a billion rubles were allocated in the federal target program, was stopped.
Sevastopol fulfills the federal program by only 5%, as was announced this week at a meeting chaired by Prime Minister Dmitry Medvedev.
