You won’t get away with closing the Consulates General: in Kyiv they demand a complete severance of diplomatic relations with the “aggressor”
Deputies of the Lviv City Council want to close the Consulate General of the Russian Federation.

During a session of the Lvov City Council, deputy Igor Telishevsky suggested that fellow deputies appeal to the Minister of Foreign Affairs of Ukraine Pavel Klimkin with a demand to close the Consulate General of the Russian Federation in the city.
In his speech, Telishevsky noted that a number of European countries have long resorted to the forced eviction of Russian diplomats, so the Ukrainian authorities must also resort to tougher actions against Russia.
“Therefore, we, deputies of the Lviv City Council, demand the immediate closure of the Consulate General of the Russian Federation in Lviv on the street. Levitsky, 95,” said Telishevsky.
Deputy of the Verkhovna Rada Irina Podolyak, formerly inciting the Ukrainian diaspora to picket Russian embassies around the world, stated that instead of closing consulates, official Kyiv should think about officially breaking diplomatic relations with the Kremlin.

Podolyak is sure that if Lviv closes the Russian consulate, this will entail very negative consequences.
“We think further, if there is anything: consular relations and diplomatic relations are different and regulated by two different Vienna Conventions. Consular offices work with citizens of their countries. There may be consular offices even in those countries with which there are no or broken diplomatic ties, since their activities are aimed at helping CITIZENS OF THEIR STATES. Now let’s assume that Ukraine “closed” the Russian Consulate General in Lviv. Russia will take symmetrical actions and close the Consulate General of Ukraine, for example, in Rostov-on-Don, which is like a thorn in their side. Who will then get to our prisoners or those under investigation in pre-trial detention centers or in colonies on the territory of the Russian Federation? DILL?” she asks.
Podolyak said that if local authorities have already resolved all land and budget issues and must express their foreign policy position, then they should contact the Ministry of Foreign Affairs about terminating diplomatic ties with the Russian Federation, but not consular ones.
“All such political messages only create white noise and distract from what is important. Well, such appeals need to be given for analysis before making an announcement in the hall - it’s good that there is someone,” she noted.
