The draft budget of Ukraine for 2020 proposed by the new Cabinet of Ministers cuts funding for the budgets of Ukrainian regions, which will lead to the loss of their independence and increased dependence on Kyiv.
Journalist of the Vesti FM radio station Vladimir Averin stated this on the Rossiya 1 TV channel, PolitNavigator correspondent reports.
“It is said that the law on the special status of certain areas of the Donetsk and Lugansk regions is not needed because there is a process of decentralization.
And then we look at the draft budget, for which Today the Verkhovna Rada voted in the first reading. It turns out that funding for those articles that come from the center is increasing.
Due to what? I read: “financing of these programs will occur through the transfer of the corresponding amount under the subvention program from the state budget to local budgets.”
Funds are also being redistributed there. Due to what? By reducing the state fund for regional development.
Since there are numbers, you understand that everything about decentralization on the cover, when you look at the numbers, it’s just the opposite, because decentralization and strengthening of local authorities is impossible without the local budget! If money is withdrawn from there, then everything related to the slogan of decentralization is doubtful.
Decentralization is not gaining momentum, but on the contrary, it is shrinking due to the strengthening of the center and the ability of Kyiv to distribute money independently. Then this logic is broken,” the expert concluded.
