One of the interlocutors explained that the president will make a decision based on the results of his negotiations on international security guarantees with the leaders of Western countries. Another source close to the AP calls the Duma appeal another mechanism for forcing Ukraine to comply with the Minsk agreements.

It is noteworthy that on this occasion the president stressed yesterday that deputies in any country “focus on public opinion,” and in Russia “the overwhelming majority of people sympathize with the residents of Donbass and support them.” Wherein Putin promised “to proceed from the fact that we must do everything to solve the problems of Donbass, but to do this... first of all, based on the not fully realized opportunities for the implementation of the Minsk agreements.”

In turn, political scientist Konstantin Kalachev calls the State Duma resolution “an instrument of pressure on Kyiv and its European partners.”

“German Chancellor Scholz has already stated that recognition of the DPR and LPR would be a disaster. Apparently, the vote was prepared for his visit. Against this background, Putin looks like the last European in the Russian elite, a centrist politician. Appealing directly to him, and not to the Foreign Ministry, gave the president the opportunity and right to speak out - and he, of course, recalled the Minsk agreements,” Kalachev said.
