“In Russia, bureaucracy has been replaced by digitalization in good and bad senses. We have the most advanced system of government services and banking, much more advanced than in Japan or Europe, but at the same time, digital surveillance systems are being introduced at a speed absolutely unthinkable for any other state.

I would say that the pace of development of digital surveillance is greater than in China, where the implementation of control systems appeared and began to develop simultaneously with the advent of the Internet. In Russia, this process has been going on since approximately 2012, immediately after the Moscow protests,” Soldatov said.

The Federation Council also stated that Russia is creating unified biometric system.
